A graveside service for "Bill" Wilbur Lee Higgins, 91, of Tipton, who passed away Thursday, July 24, 2014, will be held at 11AM on Monday, July 28, 2014 at Pine Hill Cemetery in Davenport, Iowa. Visitation will be held at Fry Funeral Home, Tipton, Iowa, on Sunday, July 27, 2014, from 2PM - 4 PM. A memorial has been established in Bill's honor. Online condolences may be shared at www.fryfuneralhome.com. Bill Wilbur Lee Higgins was born January 30, 1923 to James Edward and Olive Drucella Lee-Higgins in Moline, Illinois. He received his education from the Bettendorf, Iowa community school system. When Bill was 16, he joined CC's-Civilian Conservation Corps for 2 years where he helped build Lake McBride. At the age of 18, he began working in a steel foundry in Bettendorf. On September 8, 1942, Bill enlisted in the Army Air Corp and served until December 3, 1945. He worked at French and Heck in Davenport, Bendix and other foundries in the Quad Cities. Bill married Elaine Janet Small on June 1, 1957. He worked 26 years at Sivyer Steel in Bettendorf, retiring in February of 1985. In September of 1985, they moved to Apache Junction, Arizona. Bill worked as a security guard for 16 years at Lost Dutchman RV Resort, finally retiring again in 2001. Elaine passed away in 2007, precipitating Bill's move back to Iowa in 2008, where he spent the final years of his life living in Tipton. Bill was preceded in death by his parents, James and Olive (Lee) Higgins; and his beloved wife, Elaine in 2007. He is survived by Jan (Scott) Kramer and Joyce (Gene) Morrow.
