Kathy was born to Earl and Kathleen (Pey) Devore on March 27th, 1959, in Iowa City Iowa. She was the youngest of four siblings, joining brothers Kevin and Mike, and sister Pat.
She attended West Liberty High School, class of 1977.
Kathy and Allan were joined in marriage October 25th, 1975, and were later blessed with two children, Jason, and Alysha. They also had many pets over the years, including their current dog Lucy, all of which were loved like family.
Kathy worked many places over the years but may be best known for her contributions and commitment as co-promoter with her husband Allan, of the Cedar County Raceway. Kathy had racing in her blood from a very young age which carried perfectly into her marriage to Allan, who also shared a love for the track. Prior to becoming co-promoters Allan and Kathy owned and sponsored many dirt track race cars over the years. Anyone who worked or raced with Kathy at any point throughout the years would tell you she was the first to help, the last to quit and never hesitated to speak her mind.
Kathy was a huge supporter of the former, Aaron Sissel Scholarship Committee, the Tipton VFW, Tipton Fire Department as well as many local businesses in and around the community. One of her favorite hobbies was participating in any local silent auction by spending a ridiculous amount of money on baked goods. If it was for a good cause, she was first in line!
Kathy leaves behind her husband of 47 years Allan Dlouhy; son Jason Dlouhy (Kristen) of Davenport IA; daughter Alysha Brown (Jason Weaver) of Mount Vernon IA; grandchildren Brady Connor, Jonathan and Ayla Brown; and the beloved Lucy.
She was preceded in death by her parents, brothers Kevin DeVore, Mike DeVore and sister Pat Lueras.
